The ongoing changes in higher education, in the wake of national educational reforms, legislative enactments, the UGC/MHRD/State Government directives and the challenges put forth by globalization, necessitate that the educational institutes actively engage themselves in the development and implementation of quality benchmarks in all their key performance areas. In pursuance of the National Action Plan of the National Assessment and Accreditation Council (NAAC), Bangalore, for performance evaluation, assessment and accreditation and quality up-gradation of institutions of higher education, the NAAC proposes that every accredited institution establishes an Internal Quality Assurance Cell (IQAC) as a post-accreditation quality sustenance measure. Establishment of IQAC by every accredited institution as a post-accreditation measure is the first step towards internalization and institutionalization. Since quality enhancement is a continuous process, the IQAC should become a part of an institution's system and work towards realizing the goals of quality enhancement and sustenance. NAAC is triggering a ‘Quality Culture’ among the various constituents of the HEI, as well as enhancing the awareness of Institutional Quality Assurance with all stakeholders.
Committed to sustain and improve the quality further and also to achieve higher level of excellence, the Govt. College Seema has established the Internal Quality Assurance Cell (IQAC) to institutionalize the process of quality enhancement and sustenance in all the key areas of its delivery. The IQAC is the nodal agency entrusted with the responsibility of ensuring total quality management by ushering in innovations leading to achieving excellence and adoption of intervention strategies for monitoring their successful implementation. Ever in quest for excellence, the IQAC functions to assure institutional accountability with probity to all the stakeholders, funding agencies in particular and society as a whole.
The prime task of the IQAC is to develop a system for conscious, consistent and catalytic improvement in the performance of institution. The IQAC will make a significant and meaningful contribution in the post-accreditation phase of institutions. During the post-accreditation period, the IQAC will channelize the efforts and measures of an institution towards academic excellence. Internal Quality Assurance Cell (IQAC) assumes importance as an endogenous system defining the quality culture of an institution. All the stakeholders of an institution should promote and encourage the activities of the IQAC in order to make the institution a Centre of Excellence.
Govt. College Seema enjoys its own reputation as a premier institution that has imparted quality education to the youths of Rohru area and it has also contributed richly to the development of the quality of life of youths. One is impressed by the wholesome personality development that takes place in its students
The notion of quality underpinning the framework adopted by the college is of fitness for purpose ie. the institution, its components and activities have quality if they conform to the purpose for which they were designed. The Quality Policy is applied to all the components of the college through:
The College shall time to time evolve quality management framework. Regular internal audits will be conducted to ensure that the Quality Policy is implemented.
IQAC will develop a quality manual describing various benchmarks and the processes designed to achieve them. The manual would describe the QA system. The set of guidelines, codes of good practices and procedures to be implemented by the various units.Based on the prescribed guidelines, each unit of the college would develop its own internal quality assurance mechanism. The mechanism shall be coherent with quality assurance framework set forth in this policy and approved by the IQAC, to evaluate the quality of teaching programmes and courses, academic staff, teaching and learning experience, student assessment, internal moderation, support services, resources and facilities, and research and programme review processes.
In order to ensure that high quality standard is maintained in the college, periodic assessment of quality shall be arranged by such external agencies, as NAAC or any other agency suggested by the Government of India from time to time.
In consonance with the broadly accepted national development goals. Govt.College Seema shall also focus on the following core values which will help us to develop a critical understanding of the contributions of our institution to society and individuals. These values will be able to use it as a compass for our journey.
The primary aim of the IQAC is to develop system for conscious, consistent and catalytic action to improve the academic and administrative performance of the college.
The IQAC shall have the following functions

The IQAC has designed a multipronged strategy for the creation and sustenance of the Quality in Teaching-learning, Research/Innovation/Extension activities, Administration and other college activities. Formation and Structure for Internal Quality Assurance Cell. In the year 2006, Govt.College Seema was accredited with "B" Grade by the National Assessment and Accreditation Council (NAAC). The NAAC National Action Plan requires every accredited institution to establish an Internal Quality Assurance Cell (IQAC) as a post accreditation quality sustenance measure. Accordingly, IQAC has been setup in the College with the Principal as its Chairman. The IQAC is the central point in implementation of the Quality Policy of the college and work for quality enhancement and sustenance by developing a system for conscious, consistent and catalytic improvement in the performance of the college. Accordingly, department/Faculty/Institute Quality Assurance Committees have been set up to assist and support IQAC. IQAC establishes procedures and modalities to collect data and information on various aspects of institutional functioning with a view to ensure continuous improvement in all operations of the college. Whereas the Faculty/Dipartment level Quality Assurance Committees ensure the implementation and feedback with regard to the policies laid down by the IQAC. These efforts aim to assure stakeholders connected with higher education-namely, student, parents, teachers, staff, officials from Department of Education, funding agencies and society in general of the accountability of the institution for its own quality and probity
In the formation of the cell, members are chosen according to the strategy. Well experienced Internal and external members are chosen as suggested in the guidelines of the IQAC suggested by the NAAC IQAC is constituted in the college under the Chairmanship of the Head of the institution ie.Principal of the college with heads of important academic and administrative units and a few teachers and a few distinguished persons useful to the institution and representatives of stakeholders.

In terms of UGC Regulations 2010, IQAC shall act as the Documentation and Record-Keeping cell, including assistance in the development of the API criteria based Performance Based Appraisal System (PBAS) proforma using the indicative template separately developed by the UGC. In order to facilitate the process, all teachers shall submit the duly filled-in PBAS proforma to the IQAC annually.
